 Mistakes are more common on these days.

  Concentration can waver.

  Long standoffs: Tactical Snipers should be relieved more often.

  Reaction time can slow down on Extreme positive ion days. Even a few millisecond delay can make for a more difficult "clear" target. (Your ability to accurately aim to target center may be a much wider spread than you normally )

  A reporter in Jerusalem states that during the positive ion winds that frequent Israel, the Israeli soldiers are listless while at the same time having hair trigger tempers.

  If the operation is a planned assault, consideration of other days may be more favorable as alertness and reaction time, needed for rapid response may be greatly diminished during Extreme positive ion alerts.

Extra caution should also be taken during Positive Ion Winds in areas with these winds such as the Chinook in Calgary, Santa Ana in California (many other Positive Ion Winds around the world are listed here)

What your Unit can do.

Training in a negative ion environment, antiterrorist units can naturally overcome positive ions conditions, providing a massive advantage to the counter-terrorism team. The Russian Athletic Elite as recently as the 1990's were placed in these negative ion rich environments (usually without their knowledge) as controlled studies by the Russians in the late 1940's showed Endurance could be improved by 10 times that of an athlete which trained for the same period of time without negative ions generators present. Balance coordination also improved by 300% and reaction time by 100% in those athletes exposed to negative ions during training. Other studies have had similar results.

However, by an as yet unknown biological mechanism, these athletes could travel away from the negative ion rich training facilities for a period of one month and retain these ultra high levels of endurance, balance and reaction time. Before they began to fall to slightly above average levels where they would stay until reintroduced back into the training environment. A counter-terrorism team could duplicate the Russian negative ion system using multiple negative ion generators in training facilities. However, cost and difficulty in training within the generators range may be barriers to implementation. 

What others are doing:

A company Strategically Aligned with United Dynamics Corp. has developed a Passive Negative Ion Generator (Patent Pending) that doesn't require a power source and produces negative ions within 12-15" of the users head. They are currently testing the device with Law Enforcement to counteract the Positive Ion Effect, keeping the officer in a negative ion field. The picture to the right shows their current Mark I device in British S.A.S. camouflage on the under brim of a U.S. Army Cap providing the officer with negative ions. They can be used on helmets or vests, or in the filtered air of gas masks. These devices are being improved with higher output in the Mark II series and large scale manufacturing is being planned. These Passive Negative Ion Generators are currently available in limited quantities only to Canadian, American, British, and Australian Special Forces (confirmation will be required). Police Products being Developed:

Concepts and Prototype devices are being designed by the inventor of the Passive Negative Ion Generator. If successful, these will be brought to the Law Enforcement market within a few years. These particular devices should enable counter-terrorism units to become more effective.
